Marcia Rebimbas is an accomplished project manager and business analyst with extensive knowledge of local and state justice system operations and criminal justice system applications. She manages teams of data engineers and data scientists to link and integrate siloed data from independent justice system agencies to create usable, accessible, interpretable, and actionable data. Marcia oversees the design, development, and implementation of analytical dashboards with the goal of empowering communities, justice system actors, policymakers, and administrators to make strategic, data driven decisions.

Marcia holds a master’s degree in Government Administration from the University of Pennsylvania, a bachelor’s degree in Criminal Justice from Temple University, and is fluent in Portuguese and Spanish. Prior to joining the Luminosity team, Marcia worked for the New Jersey Courts and played an integral role during the planning and implementation of the state’s Criminal Justice Reform. She served the critical role of bridging the knowledge and communication gaps between practitioners, legal scholars, researchers, and IT professionals. She also translated the new statute into business requirements for several software applications. After the implementation of Criminal Justice Reform, Marcia served as the Chief of Pretrial Services and oversaw all aspects of program operations including policy, practice, automation, and evaluation.
