Director of Justice Policy and Practice

Diane Morse is a justice system policy and operations expert whose career spans court administration, parole and post-prison supervision, judicial proceedings, and prosecution. She has led complex operations, shaped policy and legislation, and overseen courtroom processes to advance fairness, accountability, and access to justice. Her experience includes work across the adult and juvenile justice systems, where she has collaborated with law enforcement, child welfare agencies, medical providers, and community organizations to deliver coordinated services and improve outcomes.

She worked for the Oregon Judicial Department for over 15 years, first serving as a Pro Tem Judge and later as a Trial Court Administrator. As a Pro Tem Judge, she presided over criminal arraignments, plea and sentencing hearings, probation violation proceedings, and juvenile cases. In her role as Trial Court Administrator, she managed all aspects of Circuit Court operations, including budgeting, staffing, and service delivery for 15 elected judges and more than 100 court personnel, while partnering with local and statewide stakeholders to expand access to justice and strengthen court services.

Diane received a gubernatorial appointment to serve as Chair of the Oregon Board of Parole and Post-Prison Supervision, where she led the agency responsible for release decisions, community supervision of felony offenders, policy development, and legislative initiatives. She also served as a Deputy District Attorney, prosecuting a wide range of felony cases.

Diane holds a Juris Doctor degree from Pepperdine University School of Law and a Bachelor of Arts degree from California State University, Fresno.
