Kirk Collins is a highly skilled data engineer with deep expertise in database design, architecture, and administration. For over 20 years, he has applied his data engineering, analysis, and visualization skills exclusively to projects designed to improve public safety, fairness, and cost effectiveness. Kirk’s vast skillset and experience enable him to work on all aspects of a project from designing and implementing an efficient and reproducible data processing pipeline to transforming datasets and quantitative analysis into compelling reports and visualizations. He has worked on several large-scale projects at the state and local levels that involved linking and integrating siloed data from independent justice system agencies to create usable, accessible, interpretable, and actionable data.
Kirk holds a master’s degree in Counseling and a bachelor’s degree in Psychology from the Virginia Commonwealth University. He is also currently enrolled at St. Leo University in the doctorate in Applied Theology program. Prior to joining Luminosity, Kirk provided professional services to federal, state, local and non-profit agencies directly or in partnership with Luminosity focused on developing, implementing, and evaluating justice system reforms. He has applied his expertise to state projects in Virginia, New Jersey, Kentucky, and Michigan, and local projects in Chicago, New York City, Charlotte, San Francisco, and many others.
