Luminosity Research the Catalyst for Bail Reform in New Jersey

Luminosity’s study of New Jersey’s jail population found that 38 percent of inmates were being held because they couldn’t afford bail and 12 percent of the jail population could have been released if they had $2,500 or less. This startling finding served as the catalyst for bail reform in New Jersey – leading to a complete re-engineering of the pretrial release system from being resource-based to risk-based.  New Jersey will now use the Public Safety Assessment pretrial risk assessment developed by Luminosity researchers for the Laura and John Arnold Foundation.
